Burgermeister Meisterburger is the Mayor of Sombertown, a mean old grouch of a fellow. Having comically tripped over a toy duck while walking down City Hall's steps and being injured, Burgermeister has outlawed toy makers to the king. All toys throughout the land are illegal, immoral and unlawful. He declares that anyone found possessing a toy will be arrested and thrown in the dungeon.
